Brockton's Water and Sewer Rates are Authorized by By-Laws that are passed by Council.
The following By-Laws regulate utility rates and fees in Brockton:

Frostline Properties |

There are a number of properties on Brockton Water Services that are identified as frostline properties. This means that water service lines are laying within the frostline and are prone to freezing in the winter months. Every year frostline property owners are asked to leave a tap running with a slow stream of water at all times from December 1 to March 31 to avoid freezing. Frostline properties are not billed for this extra water consumption from December 1 to March 31 and are instead billed based on average consumption in October and November. |
