If you raise livestock in Brockton and your livestock has been injured or killed by wildlife, you may be eligible to make a claim through the Ontario Wildlife Damage Compensation Program.

About the Program

The Ontario Wildlife Damage Compensation Program provides financial assistance to producers whose livestock or poultry has been killed as a result of wildlife predation; or if their bee colonies, beehives or beehive-related equipment have been damaged by wildlife.

The Municipality of Brockton administers this program following Provincial Program Guidelines. Our appointed Livestock Evaluator will visit your property to access the damage and assist you in submitting a report to our office. Owners must review and sign the application before it is submitted. The Municipality submits eligible, completed applications to Ontario Ministry of Agriculture, Food and Rural Affairs (OMAFRA) for assessment. 

To be eligible for the Program, the owner must meet the following conditions: 
  • Be a sole proprietor, corporation, partnership or unincorporated association.
  • Be in compliance with and remain in compliance with all federal, provincial and municipal laws.
  • Have a valid Farm Business Registration Number (FBRN) within the current or previous calendar year, which lists the Owner's name (business or name) as listed on the application (available from Agricorp); or a valid exemption.
  • Have a Premises Identification number (available from the Provincial Premises Registry) or a confirmation letter provided by the Indian Agricultural Program of Ontario, unless a Premises Identification number is not available in that particular area.
  • Have a Canada Revenue Agency (CRA) business number. Compensation received under the Program is considered taxable income by Canada Revenue Agency. Municipalities (or the Ministry in the case of bee claims or claims in territories without municipal organization) will issue Statement of Farm Support Payments (AGR1) for income tax purposes.
    • Applicants without a CRA Number need to provide their Social Insurance Number to the Municipality or Ministry when requested.
  • Provide and demonstrate that reasonable care was taken of livestock, poultry, beehives, bee colonies and beehive-related equipment in order to prevent predation
  • Ensure sufficient evidence is available in order to determine that predation was the cause of death or injury
    • The Owner is encouraged to take and submit colour photos of the carcass(es), the location where the carcass(es) was/were found and document all evidence indicating an attack occurred.
  • Agree to fully cooperate with any audits related to compensation the owner receives under the Program
  • Agree to be bound by the requirements of the Minister’s Order and these Program Guidelines
  • The weight of poultry injured or killed must be more than 25 kilograms.

The owner of the livestock or poultry cannot destroy, dispose of, or permit to be destroyed or disposed of, the carcass of any livestock or poultry reported killed until the Municipal or Territorial Investigator has seen the carcass(es) and agrees that the carcass(es) can be destroyed or disposed of.

Farm Business Registration Number Exemptions:

  • Cover the current or previous calendar year.
  • Reference the Owner's name (business or name) listed on the application.
  • Religious exemption: requires a copy of the Religious Exemption Letter as provided by the Agriculture Food and Rural Affairs Appeal Tribunal.
  • Cultural exemption for Indigenous producers: requires a letter from the Indian Agricultural Program of Ontario verifying the farm business operates in a First Nations community.
  • Gross Farm Income Exemption Letter granted by OMAFRA or Agricorp.

Injured Animals

If you suspect your livestock has been injured by wildlife, we strongly suggest you contact your veterinarian to attend to the animal. This may be especially important in the case of bred sheep or goat herds that could be susceptible to aborting after an attack. 

Claim Tips

  • Notify the Municipality within 48 hours of discovering the injury or death of livestock or poultry due to predation. 
  • Do not move the livestock until the Municipal investigator has arrived on site to conduct an inspection.
  • Take 3 to 6 photographs of the livestock, site location, and document evidence of the attack to support your application. This will assist the livestock valuer in completing their assessment in case they are delayed in visiting the site, or weather is a factor.

Livestock or Poultry

Livestock and Poultry Owners can view step by step information on the Ontario Wildlife Damage Compensation Program to assist in the application process. 

When you discover that your livestock or poultry has been injured or killed and to the best of your knowledge and belief the injury or death was caused by wildlife you must notify the Municipality within 48 hours of discovering the injury or death.

Within 3 days of receiving notification, a Brockton Livestock Evaluator will make a full investigation and submit a Program Application to Municipal staff within 10 business days after receiving notification. Municipal Staff will submit the Program Application to OMAFRA and send a copy to you.

The Municipality, you as the owner, or OMAFRA have 20 business days from the time the Program Application is submitted to OMAFRA to request a review by a second valuer. If no requests for review are filed, the Municipality of Brockton will issue payment to you.

Please note the Municipality is not liable to pay more than is required under the program guidelines. Within 12 months of issuing payment to the livestock owner, the Municipality submits a request for reimbursement to OMAFRA.

Beehive, Bee Colony, Beehive Related Equipment

Beekeepers can view step by step information on the Ontario Wildlife Damage Compensation Program to assist in the application process. 

If you discover your beehive, bee colony and/or beehive related equipment has been damaged and to the best of your knowledge and belief this damage was caused by eligible species of wildlife (bear, deer, raccoon or skunk), you must notify an OMAFRA Apiary/Bee Inspector within 48 hours of discovering the damage. Within 3 days of receiving notification, a Bee Inspector will make a full investigation and then submit a written report within 10 business days after receiving notification to you and the Ontario Ministry of Agriculture and Food and Ministry of Rural Affairs.

Injury of Death Caused by Dogs

If livestock or poultry damage is caused by a dog that is not habitually kept on the premises of the producer of livestock or poultry, the producer is not eligible for compensation through this program. If damage is caused by dogs, our Animal Control Officer will determine if compensation would be payable in accordance with the Protection of Livestock and Poultry from Dogs Act.
