The Municipality of Brockton has received approval from the Ministry of Municipal Affairs and Housing to rezone Lots 1-6 in the East Ridge Business Park in Walkerton to permit the development of additional housing units and employment lands. Brockton applied for a Minister's Zoning Order (MZO) in March, 2022 to expedite the process. It was approved on Nov. 4, 2022.
A Minister’s Order is a planning tool that allows the Minister of Municipal Affairs and Housing to directly zone lands for a specific purpose, without the usual appeal period. Traditionally MZOs have been used to support proposals for affordable housing, long-term care homes, and similar developments.
Agencies and the public were consulted on this application. The Municipality of Brockton and Monteith Brown Planning Consultants hosted an electronic Public Information Session on February 10, 2022 at 7:00 p.m. to provide additional information on the MZO application. Media Release: Province Green Lights New Development in East Ridge Business Park - On Nov. 8, 2022 the Municipality issued a Media Release regarding the approval of the MZO to help facilitate the development of over 500 housing units, including senior’s housing and apartments, and additional employment lands in the East Ridge Business Park. Proposed Developmental Use of the Lots |
Lot 1 is proposed to be rezoned to permit industrial uses to expand the East Ridge Business Park. The remaining Lots 2-6 are proposed to be rezoned for residential uses: Lot 2 would contain townhouse units, Lot 3 is currently proposed to be a residential hospice facility, Lots 8 & 9 are proposed to have multi-unit apartment buildings, and Lot 10 is proposed to include a retirement care home and mixed residential uses. All of these developments support a need in the community and help to increase the supply of alternative housing types in Brockton. All of these lands are currently zoned industrial and would need to be changed to a form of residential zoning. In seeking to rezoning these lands, Brockton has responsibly planned for long-term economic growth while also encouraging necessary residential uses of significant overall benefit to the community. |
