History of the Bridge 11 Project
GM BluePlan Engineering Limited was retained by the Municipality of Brockton to undertake a planning process toward addressing the deteriorated condition of Bridge No. 11 (Greenock), south of Paisley on Concession 20 between Baseline North and Greenock Elderslie Road, just east of Bruce Road 1.
The Municipal Engineers Association (MEA), in cooperation with the Ministry of the Environment and Climate Change (MOECC), has developed a Municipal Class Environmental Assessment (EA) process to assist in planning projects of this nature.
The EA planning process develops a Project Statement, considers alternative solutions, and documents the public consultation process toward the selection by Council of a Preferred Solution to the Project Statement in a Project File. This report is prepared as the Schedule B EA Project File for Bridge No. 11 (Greenock).

On April 24, 2017 Report DOO2017-02 - Bridge No. 11 Greenock was brought to the Council Meeting to discuss the four options presented by GM BluePlan and staff requested council's direction of which option to proceed with. Council passed Resolution 17-11-142: That the motion dealing with Direct DOO Regarding Bridge Number 11 and identified as item 12.8 under the "Motions" section of the April 24, 2017 Council Agenda be tabled for the following reason(s):
On June 5, 2017 Report DOO2017-05 - Bridge No. 11 Greenock was brought to the Council Meeting to discuss GM BluePlan study options for the bridge. A report was submitted to the Municipality on April 2017 with four options. This report was presented to council at the April 24th council meeting. At the April 24, 2017 meeting, council also requested staff to investigate the option of replacing the current structure with a two lane bridge. Staff retained GM BluePlan to provide this estimate. Council passed Resolution 17-15-193: That the Council of the Municipality of Brockton direct the DOO to proceed with Option #A for Bridge Number 11, Greenock. On March 12, 2018 Report PW2018-05 Greenock Bridge # 11 Status Update was brought to Council for information, and to request direction to staff on which option to proceed with. Council passed Resolution 18-05-073: The motion to dealing with Greenock Bridge #11 and identified as item 8.11 of the March 12, 2018 Council Agenda be tabled for the following reason(s):
On March 26, 2018 GM BluePlan Engineering presented to Council about the Bridge 11 Built Heritage and Cultural Heritage Assessment. Council passed Resolution 18-06-097: That the Council of the Municipality of Brockton hereby receives the information provided by GM BluePlan Engineering Limited in regards to Greenock Bridge 11 and hereby approves proceeding with a Schedule B Environmental Assessment and further requests a letter be sent to the Minister regarding the financial burden of the EA process. On September 12, 2018, the Bridge 11 Cultural Heritage Evaluation Report and Preliminary Cultural Heritage Impact Assessment was updated. On January 22, 2019 GM BluePlan Engineering presented to Council about Schedule B Environmental Assessment Phase 2 of Bridge No. 11 Greenock Presentation The Public were invited to provide comments on Bridge No. 11 Greenock by February 15, 2019 on GM BluePlan's Comment Sheet to: Works Supervisor, John Strader GM BluePlan Engineering Project Manager, John Slocombe On May 1, 2019 the Cultural Heritage Evaluation Report and Preliminary Heritage Impact Assessment was addended. On May 28, 2019, GM BluePlan Engineering presented to Council about their final recommendations for Bridge 11 Greenock

On May 11, 2018 Great Lakes Metis Council, Chippewas of Nawash Unceded First Nation, Saugeen First Nation, Saugeen Ojibway Nation, and Historic Saugeen Metis were notified of the Notice of Project Initiation.
On May 17, 2018, a Notice of Project Initiation was issued to surrounding residents, published in the Walkerton Herald Times, Hanover Post and Cargill Area News, and published on the Municipality's website.
On May 24, 2018 a Notice of Project Initiation was circulated for a second time in the Walkerton Herald Times, Hanover Post and Cargill Area News.
On June 4, 2018 a Public Information Centre was held at the Cargill Community Centre (999 Greenock-Brant Townline) from 6:00 p.m. to 7:00 p.m.
On January 22, 2019 a Public Information Centre was held at the Bruce County Council Chambers (30 Park Street, Walkerton) at 7:00 p.m. during the regular Council Meeting.
A Public Information Meeting was held on May 28, 2019 at the Bruce County Council Chambers (30 Park Street, Walkerton) at 7:00 p.m. during the regular Council Meeting. At this meeting, the Council of the Municipality of Brockton passed Resolution 19-12-07 to accept GM BluePlan's report and recommendation and authorized moving ahead with the removal of Bridge 11 (Greenock).
On June 4, 2019 a Notice of Project Completion was issued to surrounding residents, published in the Walkerton Herald Times, Hanover Post and Cargill Area News, and published on the Municipality's website.

Notice of Project Initiation
The Municipality of Brockton intends to initiate a planning process to address the deteriorated Bridge No. 11 Greenock, where shown on the attached map listed in the Notice of Project Initiation.

Residents have been provided with a Notice of Project Initiation for the Schedule ‘B’ Environmental Assessment (EA) that was issued on May 17, 2018.
A Stage 1 and 2 Archaeological Assessment were completed for the study area in July 2017.
Residents were provided with a Notice of Project Update for the Schedule ‘B’ Version 2 on January 8, 2019.
Residents were provided with a Notice of Project Completion for the Schedule ‘B’ Version 3 on June 4, 2019.
Public Information Centres
A Public Information Centre (PIC) was held at the Cargill Community Centre (999 Greenock-Brant Townline) on Monday, June 4, 2018 from 6:00 p.m. to 7:00 p.m.
Public input and comments were invited for incorporation into the planning and design of this project, and were received until June 22, 2018. Subject to the identification of a Preferred Solution, comments received and the receipt of necessary approvals, the Municipality intends to proceed with the planning, design and construction of this project to be completed by late 2019.
A Phase 2 Public Information Centre (PIC) was held at the regular Council Meeting on Tuesday January 22, 2019 at 7:00 p.m. in the Bruce County Council Chambers (30 Park Street, Walkerton).

At this meeting, the Council of the Municipality of Brockton passed Resolution 19-12-07 to accept GM BluePlan's report and recommendation and authorized moving ahead with the removal of Bridge 11 (Greenock).

GM BluePlan Engineering has provided Schedule ‘B’ EA Project File (Version 3), which includes Appendix A: Project Notices and Circulation, and all background technical reports.
A hardcopy Project File has been also available at the Municipal Office for viewing since May 17, 2018. An updated Version 3 Project File is availiable at the Municipal Office for viewing since June 4, 2019.
