WATER LINE FREEZING
When temperatures drop well below freezing during the winter months a small number of properties connected to the municipality’s water systems can experience reduced water flows and in some cases frozen water lines. This is the result of water lines not being buried deep enough to avoid frost in the ground. This “lack of cover’ situation may not cause the freezing of a water line where there is a large amount of snow cover to help prevent the frost from penetrating the ground. However, where a shallow water line is located under a sidewalk or driveway that has snow removed on a regular basis this will increase the risk of a shallow water line freezing.
This “lack of cover” problem could be between the water main and the curb stop (generally located at the property line) or between the curb stop and the house. If it is between the main and curb stop it is the municipality’s problem to resolve, if it is between the curb stop and the house the solution is the responsibility of the property owner. Over the last two to three years the municipality has been fixing as many of the problems as possible between the curb stops and water mains but there may be more work needed to resolve all of the municipality’s responsibilities in this matter.
Those properties that have been identified as having a potential freezing problem (whether the solution is the homeowners or the municipality’s responsibility) are on a freeze-prone list and are reminded each year to let their water run a minimal amount on a continuous basis between December 1 st and March 31 st. The municipality has undertaken an investigation to determine specifically where the freezing problem originates for each property on the freeze-prone list. This information will help identify where the “lack of cover” problems exist as well as who is responsible to remedy the problem. Each property owner on the freeze-prone list will be informed as to whether they or the municipality will be responsible to remedy the lack of cover problem for their property.
The net result of all this work will be that there will be a time in the near future where the special winter rate provisions of the municipality’s water meter by-law will no longer be in effect. In the meantime if you experience a water line freeze up you are advised to call a local plumber to responds and assist you with the problem.
Draining Your Water System
If property owners will be reducing the level of heat in their buildings as a part of a winterization or short-term shutdown of their in-house water system they should be aware that they need to protect the municipality’s water meter and associated check valve from freezing. If proper procedures are not followed there is the risk of the bottom plate on the water meter being broken and the cost to repair it is $128.00. In addition, if any other items such as the check valve or pressure reducing valve are damaged the costs to repair these items will be passed on to the property owner.
If property owners need to drain their water system it should be drained through the bleeder valve located on the building control valve. If they wish to completely drain the system or if they do not have a bleeder valve on the building control valve the property owner is advised to install a stop and drain valve just after the check valve.
This notice is being provided to property owners as a reminder of the fact that the responsibility to protect the municipality’s water meter and check valve rests with the property owner when they expose this equipment to the possibility of freezing. If property owners have any questions on appropriate steps to take in draining their water system and protecting it from freezing they are advised to contact a plumbing professional.
If property owners wish to have the water shut off at the property line (curb stop) as part of their winterization procedures they should contact the Veolia Water Canada at least 48 hours prior to the date they require the water shut off. By giving this prior notice Veolia can accommodate these requests during its normal working hours and thereby avoid additional charges to the property owner. Property owners should also realize that despite the water being shut off at the curb stop, they will still incur a minimum billing amount every 30 days.
